Meaningless Phrase of the Year – “It is what it is”

since when did everybody start using this phrase to describe every conceivable situation or occurence?  and what in the hell does it mean?
 
it seems to me that what it really means is that the person saying "it is what it is", doesn’t really know what "it" is.  or if they do, they don’t have the vocabulary to express what "it" is.
